What does 'going on offense' mean in marketing, and how do I do it?

Going on offense means proactively reaching out instead of just posting and waiting. Stop posting and praying. Send direct messages on Instagram. Hand-reply to every new follower and email subscriber. Proactively write to interior designers on Instagram and LinkedIn. Send 40 directed Instagram messages daily. Mail postcards. Start conversations with people who might buy or help your business. The worst that happens is they ignore you - you’ll get over that quickly. It’s a numbers game. You might send hundreds of messages and only get a few responses, but those responses are worth it. Apply this to whatever marketing channel excites you, but start shooting arrows at the target instead of waiting for the target to come to you. Nobody does this enough, which is exactly why it works.
