When is the ideal time to send a follow-up email after a sale?

The ideal time to follow up is after the art has been delivered, unboxed, and ideally hung up in its designated location. You want to wait until everything you as the artist are responsible for is completely done - the transaction is utterly complete, it’s shipped, there are no more customer service issues pending. At that point, everything you’re responsible for is finished, and that’s when you should reach out to check on their experience.
