Is it too late to start a holiday sale if I haven't begun yet?

It’s not too late. You can still start your sale and go through all the steps - just time-adjust the calendar. Technically, you can even end the sale on the holiday itself (like Mother’s Day). The timing matters less than you think because, for all the psychological reasons about buyer conditioning, many purchases aren’t actually for the holiday anyway. People are just in buying mode during these periods. While it’s preferable to start early and follow the recommended calendar, starting late is far better than not running the sale at all. If your website is live and can take credit cards, even with just three items in your store, you should stop everything and run the sale.
