When is it appropriate to offer discounts on my art?

Discounting should be done strategically, not constantly. The fourth quarter—leading into Thanksgiving, Black Friday, and Christmas—is particularly appropriate for discounting. When you do discount, create urgency by making it a limited-time offer (such as 24 hours only). Consider that if you sell through a gallery, you’re already giving up 50-60% in commission, so occasionally offering a direct discount to your own collectors isn’t unreasonable. The key is to discount intentionally and sparingly, not as an ongoing practice.
