Should I be worried about legal issues if I paint recognizable people or brands when starting out?

When you’re just starting and making early test sales (10-20 pieces), you’re unlikely to face legal problems painting recognizable figures like celebrities or athletes. Many artists do this. Licensing and legal considerations can be addressed later once you have traction and a real business. Early on, focus on validation — don’t let legal fears stop you from testing whether popular subject matter will sell. You can deal with formalities after you know you have something that works.
